Why arranged this way, and not by lot or by length of stay
Because this counter owns no ground. It has no lot, no van, no attendant and no plow, and it will not describe somebody else's ground as though it did.
What it can do is ask questions on your behalf, print the answers with dates and attribution, and be exact about which questions failed. So the site is arranged around the answers, and the three groups on the worksheet are the three possible sources of one.
The daily rate is not the organizing idea because it barely varies. The rates page carries one range for open ground and one for covered ground, every addition sorted by whose charge it is, and a full list of what is not included.
What this counter will not tell you
That a roof will be free when you arrive. That somebody is on the ground at two in the morning. That any ground is safe. Those three questions have been put to lots and they do not come back answered, so they sit on the worksheet in the group marked nobody answers, with a page each explaining what was asked.
Nine claims a parking site might make are set out on what is on offer, and eight of the nine are marked not stated, each with a line naming who would have to confirm it. That page is the fastest way to judge whether this counter is worth your time.
